Carol Alvarado is the state representative for Texas’ 145th House District, which includes southeast Houston, a portion of the historic Houston Heights and cities of South Houston and Pasadena.

Before being elected to the Texas House, Carol served on the Houston City Council and as Houston Mayor Pro Tem. In 2008, she was elected to the Texas House of Representatives. She serves as Chair of the Urban Affairs Committee and is a member of the Higher Education Committee and the Select Committee on Opioids and Substance Abuse.

Carol’s primary legislative focus has been on economic development, public health, and public education issues. She has championed legislation aimed at strengthening our state’s workforce, improving workforce development services, and streamlining Texas’ economic incentive programs.

Carol is an advocate for women’s health and reproductive rights. She has passed legislation to assist victims of sexual assault and sexual harassment. She has also authored numerous bills aimed at improving the healthcare of our children, including her passage of legislation banning the sale of e-cigarettes to minors. Rep. Alvarado passed landmark historic grand jury reform legislation, as well as passing major criminal justice reform, Jenny’s Law.

As a member of the Houston City Council, Carol led the effort to make restaurants smoke free, stopped the shipping of more hazardous chemicals through our neighborhoods, had air quality monitors installed and required city contractors to provide health care benefits to employees.

Carol was a recipient of the Humane Legislator Award in 2017 for her successful work on animal rights. In 2013 and 2015, she received the Champion of Equality Award from Equality Texas. Carol was recognized as Texas Municipal League’s Legislator of the Year in 2015 and received the Texas Medical Association’s Patient Protection Award in 2014, Texas Affiliation of Affordable Housing Provider’s Affordable Housing Hero Award in 2015 and the Harris County Medical Society’s Patient Care Champion Award in 2015, 2013, 2011 and 2009.

Carol is a native Houstonian and a longtime resident of Houston’s East End and proudly holds a Master of Business Administration and a Bachelor of Arts degree in Political Science from the University of Houston.

Carol is currently the principal for Girasol Consulting, LLC. Previously, she worked as a senior executive assistant to Houston Mayor Lee P. Brown. Her past professional experience includes serving as a legislative assistant to Congressman Gene Green in Washington D.C., and as a consultant in economic and community development in East End neighborhoods.

Carol is a lifelong Democrat and has served the Democratic Party as a Precinct Chair, the Chair of Senate District 6, and a member of the Democratic National Committee (DNC). Carol served as a member of the DNC’s Platform Committee in 2016 and has been selected Delegate to numerous Democratic Party National and State Conventions.

Carol is a proud homeowner in the Idylwood neighborhood of Houston’s East End and attends St. Alphonsus Catholic Church.
